Q: We have a patron who is out of state and wants to get a FEE CARD to use Gale Courses among other resources. Is this allowed?
A: Fee cards are meant to be issued to patrons who reside outside of Milwaukee County. This includes patrons who are out of state. The full procedure for fee cards can be found under C-13 FEE CARD PATRON TYPE. Fee cards are valid for one year.
Regarding access to digital resources for fee card holders, this is not permitted for online databases that a library subscribes to on its own. For example a fee card user from North Shore would not be able to use the CreativeBug database it subscribes to. Or, a Franklin fee card user would not be able to use the ReferenceUSA database. Fee cards users may not use these resources.
However, fee card users (P TYPES which end with a '9' and include 9, 49, 59, 69, 79, 89, 99, 119, 129, 139, 149, 159, 169, 179, 249) are able to access one of our system-wide digital resources such as Hoopla, RBdigital, Gale Courses or Transparent Languages.
